The challenge of achieving the goals has been magnified in recent years by an increase in the frequency and intensity of humanmade crises and natural disasters, as well as the challenges of responding to the coronavirus disease (COVID-19) pandemic. In this context, the Asia-Pacific Sustainable Development Goal Progress Report 2022 provides an analysis of progress on 17 SDGs and 169 targets in the region and in each of the five subregions where there are unique challenges, resources and opportunities for progress. More than a year into the global pandemic, millions of lives have been lost, the human and economic toll has been unprecedented, and recovery efforts so far have been uneven, inequitable and insufficiently geared towards achieving sustainable development. The current crisis is threatening decades of development gains, further delaying the urgent transition to greener, more inclusive economies, and throwing progress on the SDGs even further off track.</p> <p class="text-align-justify">Had the paradigm shift envisioned by the 2030 Agenda for Sustainable Development been fully embraced over the past six years, the world would have been better prepared to face this crisis – with stronger health systems, expanded social protection coverage, the resilience that comes from more equal societies, and a healthier natural environment. Regrettably, the SDGs were already off track even before COVID-19 emerged. Progress had been made in poverty reduction, maternal and child health, access to electricity, and gender equality, but not enough to achieve the Goals by 2030. In other vital areas, including reducing inequality, lowering carbon emissions and tackling hunger, progress had either stalled or reversed.</p> <p class="text-align-justify">As the pandemic continues to unfold, <em>The Sustainable Development Goals Report 2021</em> outlines some significant impacts in many areas that are already apparent. The global extreme poverty rate rose for the first time in over 20 years, and 119 to 124 million people were pushed back into extreme poverty in 2020. There is a risk of a generational catastrophe regarding schooling, where an additional 101 million children have fallen below the minimum reading proficiency level, potentially wiping out two decades of education gains. Women have faced increased domestic violence, child marriage is projected to rise after a decline in recent years, and unpaid and underpaid care work is increasingly and disproportionately falling on the shoulders of women and girls, impacting educational and income opportunities and health. Notwithstanding the global economic slowdown, concentrations of major greenhouse gases continue to increase. With the global average temperature reaching about 1.2°C above pre-industrial levels, the climate crisis has well and truly arrived, and its impacts are being felt across the world. The pandemic has also brought immense financial challenges, especially for developing countries – with a significant rise in debt distress and dramatic decreases in foreign direct investment and field__item"><p class="text-align-justify">Covid‑19 will have severe negative impacts on most SDGs. The world is facing the worst public health and economic crisis in a century. As of June 20th, 2020, around 463,000 people had died from Covid-19 across the world. The health crisis is affecting all countries, including high-income countries in Europe and North America. The necessary measures taken to respond to the immediate threat of Covid-19, including the shutdown of many economic activities for weeks, have led to a global economic crisis with massive job losses and major impacts especially on vulnerable groups. This is a significant setback for the world’s ambition to achieve the SDGs, in particular for poor countries and population groups. The only bright spot in this foreboding picture is the reduction in environmental impacts resulting from declines in economic activity: a key objective will be to restore economic activity without simply restoring old patterns of environmental degradation. However, all long-term consequences of the pandemic remain highly uncertain at this point.</p> <p class="text-align-justify">All countries need to strengthen the resilience of their health systems and prevention programs. Some countries have outperformed others in containing the pandemic, yet all remain at serious risk. No country has attained so-called herd immunity; all remain highly vulnerable to new outbreaks. In line with SDG 3 (Good Health and WellBeing), all countries need to “Strengthen the capacity for early warning, risk reduction and management of national and global health risks.” The Covid-19 pandemic has shed considerable light on the vulnerability of health systems, notably in high-income countries that were thought best prepared to face epidemics. Besides greater investments, this crisis shows that better measures and reporting are needed to track prevention programs, healthcare system preparedness, and resilience to pandemics.</p> <p class="text-align-justify">The SDGs and the Six SDG Transformations can inform the recovery from Covid‑19. As the international community, regional organizations, and countries plan the postCovid-19 recovery, it will be important to put the SDGs at the heart of policymaking. Covid-19 does not resolve the climate and biodiversity crises, and it is gravely amplifying income inequalities and other forms of inequality. It has also shown us that countries will only be able to protect themselves from global pandemics if health systems are strengthened in every country. The SDR2020 shows that significant progress has been achieved in many regions and on many goals over the past five years. Here we describe how the SDGs and the six SDG Transformations (Sachs et al., 2019a) can guide the immediate post-crisis recovery and frame long-term strategies towards more resilient and sustainable societies.</p> <p class="text-align-justify">Asian countries have made the most progress towards the SDGs since the adoption of the goals in 2015. Asian countries have also responded most effectively to the Covid‑19 outbreak. While the world as a whole has made progress on the SDGs, countries in East and South Asia in particular have progressed the most in terms of their SDG Index score. Countries in this region have also managed the Covid-19 outbreak more effectively than in other parts of the world. Despite the subregion’s economic dynamism, and many countries in the subregion leading the world in frontier technologies, the subregion has been lagging in making progress on many of the Sustainable Development Goals. Common challenges in the subregion exist in all dimensions of sustainable development including air and marine pollution, increased exposure to natural disasters in connection to climate change, rapid population ageing, and growing inequality, just to name some of the most pressing issues.</p> <p class="text-align-justify">In addressing these common challenges, the subregion has an urgent need to develop joint strategies and actions. Unlike other subregions in Asia and the Pacific, the East and North-East Asia subregion has not been able to capitalize on institutionalized regional cooperation mechanisms for multiple reasons. As such, functional and mainly bilateral cooperation in specific areas have been established in place of a multilateral entity covering multi-sectoral issues. It is a critical period to advance a shared vision and accelerate responses to the world’s gravest challenges – from eliminating poverty and hunger to reversing climate change. Yet, in only a brief period of time, the precipitous spread of the novel coronavirus turned a public health emergency into one of the worst international crises of our lifetimes, changing the world as we know it. The Sustainable Development Goals Report 2020 presents an overview of progress towards the SDGs before the pandemic started, but it also looks at some of the devastating initial impacts of COVID-19 on specific Goals and targets. This year, 47 countries submitted a VNR report, 20 for the second time and one country for the third time. As part of this review, starting in 2016, countries have presented their Voluntary National Reviews to the High-Level Political Forum on Sustainable Development. Inspired by the VNRs, local and regional governments are increasingly engaging in their own subnational reviews – the Voluntary Local Reviews (VLRs), which have proven useful for cities and regions to foster SDG localization and demonstrate local governments’ capacity and commitments.</p> <p class="text-align-justify">Although gaining in momentum, the VLR process does not have any official status as part of the formal follow-up and review processes hosted by the UN. There exists no specific template or official format that cities can follow if they choose to undertake a VLR. Developed in partnership with the Penang Platform for Sustainable Urbanization, the Asia-Pacific Regional Guidelines on Voluntary Local Reviews builds on existing resources and provides practical tools, checklists, and templates that local governments and other stakeholders can use when reviewing local progress against the SDGs.
